This is the clearest cost comparison on the site because the two routes are priced in different currencies and the gap is small. At the low end, a month of management costs about what the entire shooting kit costs — once. So the question is not which produces better footage, because a phone in good light will match most agency output for this format. The question is whether your bottleneck is capability or consistency. If you already shoot things and they sit unposted, a manager is buying you the schedule and that is worth paying for. If you have never shot anything, a retainer will mostly be reposting what you fail to send them.
